Aha! You are correct, this only happens in certain workstations. The problem has to do with MS Office 2000-2003 installations where the installer has not elected to install CDO. Pretty straight-forward. You can only delete a workflow if no task has started. In other words you many have accidentally submitted the document to a workflow and should be able to delete the workflow if no one has started work.
