What is the difference between the change right and the full control right?

As you may know, rights are cumulative, i.e, each security permission contains the rights of the previous right and provides additional capabilities.
"Full Control" contains the capabilities of the "Change" right. In addition to this, someone with "Full Control" rights can delete objects such as documents and folders.
As of the implementation of "Library Policies" these rules have somewhat blurred. "Library Policies" can be used (by Library Managers) to re-define security rules.
Example:
By setting a Library Policy, you may take away the ability to delete documents even from users who have "Full Control" rights.
